The ICO provides €7 million in financing for the deployment of 20 HVR hydrogen refuelling stations across the TEN-T network

The financing operation forms part of the European CEF-AFIF transport decarbonisation programme, under which the project has received a €4.2 million grant with the support of the ICO.
The Instituto de Crédito Oficial (ICO) has granted financing of up to €7 million to Hidrógeno Verde Renovable S.L. (HVR) under the European CEF-AFIF programme (Connecting Europe Facility – Alternative Fuels Infrastructure Facility), managed by the European Commission through CINEA, the European Climate, Infrastructure and Environment Executive Agency.
The financing will support HVR’s ACTIVA project, which involves installing 20 green hydrogen refuelling stations along the TEN-T network at existing service stations. The stations will be offered to specialised companies under an all-inclusive rental model, facilitating access to renewable hydrogen without requiring operators to make a direct investment. The financing will cover part of the investment and will be complemented by a €4.2 million European grant awarded under the CEF-AFIF programme, with the ICO acting as an Implementing Partner of the European Commission.
A strategic and sustainable project supported by the ICO
HVR, which is majority-owned by Langur Holding Corporation S.L., promotes sustainable mobility through the development of an accessible and efficient hydrogen refuelling network. In March 2023, the company commissioned its first green hydrogen production, storage and supply facility in Coslada, Madrid, demonstrating its technical capabilities and commitment to the energy transition.
Through ACTIVA, HVR facilitates access to renewable hydrogen with modular and scalable solutions aligned with the European Union’s climate objectives. The project envisages the installation of hydrogen refuelling stations capable of dispensing one tonne of hydrogen per day at 350 and 700 bar, within a footprint of just 20 m² and with an installed electrical capacity of 15 kW. Companies and organisations including BMW, Toyota, Exolum, Q8, Moeve, Repsol, CNH2 and Wolftank have expressed interest in the project.
The initiative will reduce barriers to the adoption of hydrogen in transport, support decarbonisation and contribute to meeting the targets established under the Alternative Fuels Infrastructure Regulation (AFIR).
CEF-AFIF programme: driving alternative fuels infrastructure across Europe
The European Commission’s CEF-AFIF programme accelerates the deployment of alternative fuels infrastructure across the European transport sector through blended financing, combining European grants with repayable financing from accredited institutions such as the ICO. Between 2019 and 2027, the programme supports electricity, hydrogen and other sustainable fuel projects in ports, airports and land transport networks, contributing to the decarbonisation of mobility across the TEN-T network.
ICO: strategically supporting sustainable mobility in Europe
Since 2020, in its role as an Implementing Partner, the ICO has channelled European funding from the CEF-AFIF programme towards the deployment of alternative fuels infrastructure in Spain. Under the first call, covering the 2019–2024 period, the ICO provided €202 million in financing for 14 projects, supporting the rollout of more than 5,800 electric charging points, as well as natural gas refuelling stations, hydrogen refuelling stations and hydrogen production infrastructure for transport.
Under the current CEF-AFIF call for the 2024–2027 period, which has a European budget of €1 billion, the ICO has approved 14 projects with total financing of €187 million. These include HVR Energy’s project, reinforcing the institution’s commitment to transport decarbonisation and the deployment of sustainable infrastructure across the TEN-T network. Through this financing operation, the ICO reaffirms its commitment to sustainable infrastructure and the energy transition in road transport.
